NOTE: These are Adult Themed Japanese Power Ranger "Rip-Off" movies.
A few of these movies have Henchwomen being stripped & replaced by the Heroines.
I recently payed to download the following tale, which does have a F/F Uniform Stealing.
Female Combatant Story: Death March Part Two
A Henchwoman is wondering the woods, when she is knocked out from behind with a neck chop.
The Costumed Heroine proceeds to strip the unconscious woman naked and disguise herself in her uniform.
The Heroine leaves the unconscious woman in the woods totally naked.
Just a warning: For some reason the nude woman's bare "Privates" are "Censored". Her breast are shown though. They seem to do this in Japanese movies. I'm just not sure why?
The Positive:
The scene is very brief, but pretty good.
I like the Set-Up and knock out. Pretty neat. The undressing of the villainess is shown on camera.
Also, they're are a lot of scene involving "Catfights and Cute Japanese Henchwomen getting beat up by the Hero & Heroine. If that appeals to you.
The Negative:
The price to Download the movie is about $30 in U.S. dollars. To me that seems pretty high.
So, as I said, the scene is pretty short. You've got to figure out if you want to spend that much money for such a short scene.
The Story from the Website:
Due to the multiple failures， Monster Legion was replaced by the Magic Legion. The Magic Legion liquidates the female combatants of the Monster Legion and uses their own female combatants as a suicide bomber!! Shadow Ghost brainwashes the citizen into believing that he is the savior. Shadow Ghost changes the brainwashed women into combatants and continuously attacks the innocent people... Beegle rescues a woman who escaped from the base of Shadow Ghost. She defeats a female combatant on the way and steals her clothes to infiltrate... Will Stag and Beegle be able to defeat Shadow Ghost?.. Story of female combatants and their miserable lives.

Just a minor tidbit, but I this video in particular is actually a Kamen Rider 'rip-off' which Kamen Rider itself is a spin-off of Power Rangers. Though, they seem to use costumes that look like both Kamen Rider and Power Rangers interchangeably.

I've seen a few videos of these zako (in this context, basically a Japanese slang term that refers to a worthless person or cannon fodder) being taken out and stripped of their uniform, including two ninja ones. They're pretty decent and I wish they'd do them more often. Though some of the scenes like this one you shared are rushed in the undressing and redressing with quick cutaways, while some of them make the scene a focus.

The main one being that it's required by law to censor genitals.
There are a few reasons behind the censorship that I've heard. One of them being that Japan wanted to appear more modest/conform more since being influenced by westerners. Another one being that producers censor their porn since technically porn is illegal in japan and this allows for a loophole.

To answer your question, TE, the stripping is only show partially.
The Heroine begins to undress the unconscious Henchwoman. She's shown only removing the young woman's top, exposing her naked breast.
The scene cuts to the Heroine now fully dressed in the stolen uniform (Boots included), placing the mask on her face.
The nude, unconscious Henchwoman lies at her feet moaning.

I agree with Darth this a really cool scene.

First off, the guard is quite cute and has a sexy body. We also get that great scene of the female sentry on patrol oblivious to the danger. The attacker easily slips up behind the guard and delivers a neck chop to knock the girl out. We get a nice little "uhh" out of the woman as she is knocked out.

While we don't see all the stripping the part we do see is great. The attacker sits her unconscious body up and the girl's head and upper body flop around limply as the attacker starts to strip off her leotard uniform.
