Okay, I found out via this: https://tiedceleb.blog.jp/archives/360217.html , that the series is called The Rumored Detectives Tommy and Matsu (噂の刑事トミーとマツ in Japanese) and the episode is the 14th of season one. But that's it. There's jack on the internet about this episode, except that site, the dude who uploaded the clip on DeviantArt and who wants a bunch of mulah on his Patreon to see anything more than pics, and a weird store-sight that sells the entire series on DvD for like 17k yen. I've found a few other episodes on stuff like YouTube and Dailymotion, but since I don't speak Japanese and don't trust Google translate, that's as far as I came. I hope this helps anyone who cares, but I warn you, the internet has seemingly done a lot to bury this series, especially the episode we're after. Currently, that link is the best shot for anyone who wants to see more of that episode for free,
