At 14 minutes in, a villain is shown disguised as a cleaning woman. At 17 minutes, the thief unmasks to reveal themselves as the villain. Less than a minute later, the real cleaning woman is shown tied up and gagged behind some bushes in her underwear.

Yeah, this show has several scenes actually. There is one episode where a villain takes the place of a female music teacher in the same way as well, though she's a bit old. Then there's another episode where two bad guys replace two ballerinas, but they looked underage so I never mentioned it here.

I don't have links, I just wrote that based on memory. Like I said, the girls in the second scene I mentioned are underage so there's nothing to look for there.
