This Chinese cartoon features a VERY quick uniform steal. A female spy knocks out a palace maid and steals her clothes to infiltrate the palace.

From what I can tell, this is from episode 85 of a series of "short" cartoons distributed online.

Don't blink or you'll miss the scene, just after 30:40.
