The MiB will neuralyse anyone that's had any contact with Ellana, not just her victims. So that would be the cab driver, the ticket seller, the other tour guide, the security guards and Rossi's partner Esposito. It's quite the long list . All to keep knowledge of her secret and for the cover story to stick.

This also creates an interesting question. Do they also need to keep secrets from the rank and file MiB employees? Obviously, the employees would be aware of Ellana existence but of course they don't know it was Kremm who attacked them or what Ellana was capable of.

Perhaps did the agents neuralyse Samantha, Carmen and the guards to keep as much of a lid on things as possible. Would the MiB be concerned that the low level employees knew that someone or something could get to them inside the MiB facility and effortlessly knock them out and in the case or Samantha and Carmen take their uniforms?

I think that the MiB would have to neuralyse low level personnel like Carmen and Sanantha plus the guards, just keep them from panicking and from spreading the word around that the MiB isn't as secure as they make out to.be. After all employees do talk and other visiting aliens might be listening. So it does make sense that the MiB would want to contain Ellana's and Kremm's existence, plus their abilities to high level agents only. So they went to keep it a secret to their own employees as much as the outside world.

It is probably for the best. My guess would be that it would be a bit awkward when Samantha and Carmen ran into the guards they were hidden with. Probably best for everybody that their memories were erased.

Definitely, considering the sensitive position the women found themselves in and the fact that the two would probably be traumatised after. They may have even considered a new position or leave entirely, and with what they know the MiB cannot afford to to have them remember anything.
