The MiB will neuralyse anyone that's had any contact with Ellana, not just her victims. So that would be the cab driver, the ticket seller, the other tour guide, the security guards and Rossi's partner Esposito. It's quite the long list. All to keep knowledge of her secret and for the cover story to stick.
This also creates an interesting question. Do they also need to keep secrets from the rank and file MiB employees? Obviously, the employees would be aware of Ellana existence but of course they don't know it was Kremm who attacked them or what Ellana was capable of.
Perhaps did the agents neuralyse Samantha, Carmen and the guards to keep as much of a lid on things as possible. Would the MiB be concerned that the low level employees knew that someone or something could get to them inside the MiB facility and effortlessly knock them out and in the case or Samantha and Carmen take their uniforms?
