The Rocketeer is fighting some villains with dark costumes and jet packs. Down below, his girlfriend Betty spots one of the female villains fall to the street, defeated. (You can tell she's a woman because her costume is slightly different than the men's - long skirt around the pants.) Betty gets an idea, and hurries toward the knocked-out henchwoman.
Shortly after, we see Betty dressed in the henchwoman's costume, coming to Rocketeer's rescue.
