Not a clothes steal, but a switch. Velda is working undercover, masquerading as a girl who has been kidnapped by some criminals. She locates the real kidnapped girl, who is tied up in her underwear, and gives her the clothes she's wearing (which she originally got from the kidnapped girl's closet). She then takes the girl's place in captivity to catch the villains off-guard.

this is an awesome find

and the dialogue is revealing about what some victims want... not to be rescued at all! being seen in their underwears is a fate worse than death! modesty first at all costs!
