It is fun when your Protagonist steals the uniform as well as the victim's underwear too. Sure, the pantyhose maybe standard issue, but the undies aren't necessary. It seems like stealing the woman's bra & panties is just some type of cruel prank to humiliate her completely. Wearing them, well that's another issue.
