This was published by DC Comics, under their Helix imprint (a short-lived line of books from the late '90s).

I never read any of those titles, but I do remember the "Helix" line.
Marvel tried a similar thing in the 90's, with their "Frontier" UK books. "Bloodseed" was the only title from that imprint I liked because of Liam Sharp's artwork.
