PSI-ARROW 1993: COUNT VILE'S STRONGHOLD

Psi-Arrow has managed to get past all the security and infiltrate Count Vile's Stronghold.
She must rescue her old friend and teammate, Blaze. The two were in the teen super group, Teen Force, back in the late 80's.
PSi' knows the easiest way to move about the base and get to the detention block without incident, is to steal a uniform from a female trooper.
So, Psi-Arrow spies the young and beautiful officer, Jeanette, going about her daily duties.
When Jeanette is along in a secluded section of the base, Psi-Arrow realizes this is her chance to strike.
Psi-Arrow, draws her Bow and using her powers, conjures a psychic arrow.
She fires the arrow at the unsuspecting trooper, striking her. The psychic arrow shuts down Jeanette's synapses and knocks her out in an instant.
Quickly, Psi-Arrow drags Her out of sight into a near by closet. "Thank God for closets!"
It doesn't take long for Psi-Arrow to have Jeanette out of her Uniform, boot and even her socks and bra too.
As Psi-Arrow Puts on Jeanette's bra, she find begins questioning herself. "Why the hell am I wearing her bra anyway?! It's not like it's necessary to my disguise."
Now, fully dressed, Psi-Arrow gathers up the paper work Jeanette was going to bring to Count Vile.
She snickers, waves goodbye and leaves Jeanette asleep on the floor, braless and just wearing her panties.

I love the concept of the "psychic arrow". Very cool description of how it "shuts down Jeanette's synapses"

One question, does the victim experience anything after being hit or does it work so instantaneously that she is out cold before she realizes anything has happened to her?

No, it's acts instantly. They don't really feel anything. Maybe some quick pain, but it's over in a second. After they awake, they have no memory of what happened.
Her psychic arrows are inspired by the X-Men's, Psylocke. She had what was called a "psychic knife". She would use it the very same way Psi-Arrow uses her "arrows". Psylocke would just stab people in the head with her knife.

Good information about the psychic arrow. I can picture pretty Jeanette walking through a secluded area of the base. She is probably not overly alert. Probably a bit bored. Maybe thinking about her plans when her shift is over. Just on her way to deliver a package of documents to her leader.

She never sees Psi-Arrow targeting her. As the psychic arrow hits Jeanette lets out a brief cry but it is over in an instant. Her conscious brain functions are shut down. Her sexy body drops to the floor.

After her uniform is stolen she is left to her slumber. She will awake in several hours having no idea what happened to her.
