I'am going with a very safe no.
You can quite clearly see the officers uniforms are piled near them and the assailant doesn't take them with her for purposes of infiltration. So no uniform stealing, more just humiliation to make a political statement. Nothing more, nothing less.
But entirely too much unrealistic bondage for my liking. A simple tape gag and bound wrists and ankles are more than enough for me.
We get to see the officers in their underwear at least but from a uniform stealing standpoint, a disappointing scene.
