No clothing theft, but a case of a stolen identity. At just under three minutes in, a female scientist is ambushed in an airport bathroom by a villainess who renders her unconscious with a vial of knockout spray and steals her photo ID badge in order to impersonate her.

I remember this scene from the old 56.com list. Thanks for finding it again.
These old Japanese shows seem to love this sort of duplicate identity-theft (usually with some form of robot or shape-shifting involved).

AWESOME! I just installed a free VPN to chrome and changed my location to Phoenix, USA .....and I was able to view this previously region blocked clip!

If you are on the discord group then it's under CLIPS > other-clips.
