There is a furry component to this scene, though it looks like Jessica is wearing the uniform of Miranda (the blonde policewoman from Bonkers).

The Toon Town police are just the best. Officers like Miranda Wright and Judy Hopps will give you the uniforms off their backs if you take them nicely...
