It seems like its all implication. We don't see anything good and its only implied that inspector has been replaced. Not sure that a uniform steal even takes place as perhaps the replacers has powers to possess a person or could be some sort of mind control. Its interesting shared scene for sure and has potential but there's kinda nothing there.

It's a possession type of scene. Basically the attacker is a male who overpowers people by entering their minds and taking control of their bodies. He overpowers both males and females over the course of the series. He does this via those magic balls his victims are always carrying around. Whoever holds those balls basically allows him to overpower their minds and take control of their bodies. The victims are always aware that they are being controlled but naturally they are unable to regain control of their bodies. As far as I remember once the attacker goes on to his next victim. His current or previous victim always ends up perfectly fine.
