Pokemon Red 24 Fan Made

One scene that completely took me by surprise when I was looking at some Pokémon-related content on You Tube because of nostalgia. 
A little context: in the world of Pokémon, one of the main antagonists is a criminal organization called Team Rocket. In this animatic, two of the main characters (one boy and one girl) decide to stop them by raiding one of their hideouts that's using the cover of a casino... And in the process, they take the clothes of the first two thugs they defeat. (Little warning, one of them is a man.) Scene starts around 4:13. A bit of a blink and you'll miss it, but there's a shot of the thugs bound and gagged in a closet.
Please note that this is fan-made, not an actual episode, so the quality of the drawing and animation isn't on par with an official anime.
