Warning: Very violent. I presume her uniform is to be used as a disguise later on or it gets used on an innocent woman make it look like she burnt to death in the car.

She is indeed wearing black tights, Lord Maul.
After hours of watching the clip I can work out that:
1. A crazed couple kidnap a policewoman.
2. Strip her.
3. Kill some other woman and then make it look like the policewoman has died in the fire.
4. They keep the policewoman, who judging by the last couple of scenes is to be kept long term as a punch bag for the female and sex slave for the guy.
We need to find the rest of this episode (lots of hard-boiled Japanese police drama of the 70s to look for). In the meantime, it makes for a very dark story for one of our writers or artists.
Personally, I love the slip and tights. The bad girl is amazing and the policewoman is gorgeous.
