I’m afraid to say that the two women stealing the uniforms are in fact men.
This artist’s usual plot has the men shoot them with that energy zap gun and that causes the women to drop as empty skins that they can then wear...

And from what I understand they can also use the gun to put the women back in, but most of the time their skins are kept in a collection to wear later on...

this is really problematic
