The evil Dr. Culex poses as Commander Scott's chauffeur so she can knock the commander out and take her place.

Scene starts at 13:20. We briefly see the real Commander Scott unconscious at 16:40 (though she seems to have kept some of her clothes).

This show is from the early '90s. Episode aired in January 1994.

The series was aimed at a young audience, which probably explains why they couldn't show the woman in her underwear.
