I hesitated before posting this because yes she does steal the other woman's clothes but not for disguise purposes. Just because she appeared naked or something. Think of it as a terminator type thing I guess. I'm sure it's explained in the speech bubbles but even when zoomed in, it's still blurry and hard to read properly. Anyway here you go.
