The woman in the orange jumpsuit is a criminal who was sent to prison by Harvey (the man in the story) years earlier. She has just escaped. She breaks into his house, kills his wife, and puts on her dress.

After that (not shown here), she pours acid on Harvey's face and turns him into the villain called Two-Face.

Hmm, and this is the canon of the two-faced, its origin?

Yes, in the new comics. Older comics have a different origin, but DC rebooted their superheroes a few years ago, so some of them have different origins now.
