While it's not easy to see from this angle, since she's wearing the female uniform of Team Rocket members, I assume that she mugged a woman for her disguise.
Picture's description: This is my favorite part of HGSS. My trainer and her Pokemon (Solar and Homer) infiltrate Goldenrod Radio Tower that has been overrun with Team Rocket goons to go and save the director. She needed to get a Team Rocket uniform first, so she goes and... acquires one. In the game, Solar is believed to be a new recruit and gets the uniform from a Rocket grunt, but in the comic she knocks a Rocket out. XD
