Don't know much about the context, but apparently three heroines need to sneak up on a boat owned by a bunch of criminals and use the clothes of some supervillainesses they knocked out to disguise themselves. At least they were considerate enough to cover their donors with some rugs to protect their modesty...

The fight starts around 6:00 for those who want to see the bad girls being knocked out.
The unconscious victims are shown at 7:45. No stripping onscreen, but they are shown tied up at 7:57 with the heroines now fully diguised in their supervillain costumes and one other time at 15:53 when a henchman discovers them (they're still unconscious).
