Presented here is the first clothes stealing scene in comic book history.
How do I know? Because it was printed in the very first issue of the very first comic book ever published.

thanks to your efforts, we have discovered the
patient zero 
now the second part of the research
to find the first scene ever of a f/f clothes/ uniform stealing ...
without the redressing of the victim

Not sure anyone can confirm that, but we can try.
Incidentally, there's another scene in issue #2 where Connie disguises herself as a flight attendant, but she doesn't steal the uniform - she asks the real stewardess to give it to her.
