Potentially a uniform theft, although the end of this issue leaves it a bit open-ended. But there is definitely a scene involving two women being (partly) stripped of their outfits as part of an infiltration scheme.
The premise involves the heroines needing to sneak into a gala event. They track down a pair of women trying on dresses in a... seedy-looking shop, and trick them into handing over their invitations. Following this, the heroines bind and gag the two women and leave them stripped of their skirts, which seems to defeat the whole purpose of tricking them in the first place...
