Hinted. It appears the two shopkeepers of the top left panel (one is a woman) were mugged for their outfits to ambush two main characters. You only see the waist of the disguised woman posing as the female employee.

I believe the "uniform stealing" panel references a scene from the official Pokémon manga in which a Nurse Joy is impersonated and concealed behind the counter. Sadly, this is a case of the impostor having brought her own set of clothes to impersonate her victim.
