Uniform Stealing Board

This story features a supervillainess being stripped of her costume for non-disguise purposes.

The heroine Phantom Lady is battling an evil version of Lady Liberty, and deduces that Liberty's superpowers are entirely dependent on her costume, so she uses her high-tech wristbands to make that costume disappear. A naked Lady Liberty is caught by the Ray, who deposits her somewhere she'll be less... out of place.
