That could work, although the terrorists will be inconspicuous driving the bus around. Here is my take.

Our terrorists get off the bus, still dressed as majorettes. They are approached by 5 high schoolers who knew the majorettes they killed. They fool them and lead them into an ally, shoot them in the head with suppressed pistols. Strip them naked, throw them in the dumpster.
not bad, but if it were possible to hide the faces and voice so that potential victims would not guess right away, and then take them to the warehouse / hostel and the job is done🤔🤔
They create masks when they kill the majorettes, as for the voices, you can fake an accent, or just use nods and smiles. Body language can fool people as well.

As for a working title, Escape from Boston or any US city of our choice. Make the terrorists Chechens or make them Russian agents instead of terrorists.
