The Lupin the 3rd series is quite frustrating about this. There are countless instances of Fujiko Mine impersonating someone in a uniform that's likely stolen, but we rarely get to see this confirmed. In one of the earliest episodes from the 70s, she shows up at a prison disguised as a nurse, and when a guard asks where the usual girl is, Fujiko coyly says she got sick. We can glean from that exchange that Fujiko likely tied up the real nurse and stole her uniform and truck, but it's never confirmed.
Just recently, an episode from the latest series had Fujiko posing as a wealthy Englishman's secretary, again without showing or confirming she'd tied up and mugged the real deal. One day we'll get lucky!

There is another "female army" movie like Wonder Women (which was mentioned previously) that could have had a uniform steal but didn't.
The movie is The Girl From Rio from 1969. Here is the link:

The evil lady has an army of young, sexy women guards. The guards wear uniforms consisting of kind or an odd leather armor top thatjust covers the breasts and leaves the entire midriff exposed, sexy tight fitting leggings, black or white knee high boots and long gloves. They also have long red capes.
If you scan the movie there are a lot of shots of the women. Also, at the 29:50 mark you get to see that the uniform top from the correct angle shows off a lot of side boob.
Beginning at the 57:50 mark, the good guy and a woman make their escape. They are confronted by two guards. The guy hits them both knocking them out. There is actually nice close up of the one knocked out guard on the ground.
The good guy and the woman then run outside. In what I always kind of thought was a cool scene, as the come out of door they surprise the two sexy guards stationed there. The startled women turn but before they can do anything the guy grabs the one girl's gun and pulls it away from her. In the process, she is kind of doubled over so the guy gives her a judo chop to the back of the neck and knocks her out.
At the same time, the woman attacks the second girl and knocks her down onto her back. She then gives the guard a full swing chop to the junction of her neck and shoulder and knocks her out too.
One of the female leaders and two guards then come out. I always thought it was kind of cool the way they look down on the bodies of the two guards and don't even bother to check on them and just move on.
Another lost uniform steal opportunity. It could easily have been a scene where the escaping woman stole one of the guard's uniforms and acted like she was escorting the guy as a prisoner. Obviously, it would have been tough to steal one of the door guard's uniforms since by then they were being chased. However, she could have stolen one of the uniforms from one of girl's the guy knocked out at the start of the escape.

I think another scene that seemed like it absolutely should have been a uniform steal but was not is in Najica Episode 1. As Najica is first infiltrating the bad lady's mansion she sneaks up behind one of the maid guards and knocks her out with a neck chop.
It is an odd scene because at this point in the episode Najica doesn't know the maids are actually guards. Additionally, the woman had not seen Najica and was walking away.
So why knock her out? The scene would have made a lot more sense if Najica had knocked her out to steal her uniform.
And of course Najica definitely steals uniforms as we see her do it at least two other times in the series.

Goodness, I remember this scene. And I share your sentiment! One of the biggest missed opportunities I've ever witnessed... I mean, the uniform stealing was basically gift-wrapped for the writers.

As you pointed out, since it was the beginning of the infiltration, it would have been logical to steal a set of uniform. Even more of a shame because the knock-out itself is actually top-notch! Well, at least we got a nice knock-out out of it...
While I'm on the topic, I wanted to add my two cents to it. There's an other sort of scenes that are at the edge of the spectrum: When searching for USB scenes on Deviantart and the likes, I sometimes come across pictures showing bound-and-gagged women in their underwear... but since the description doesn't make it explicit that it's part of a uniform stealing (or outright confirms it's not a uniform stealing), I can't share them.
Giving an example from WossaRem, an artist of whom I adore the art-style (which made his recent picture featuring a uniform stealing a true delight to me).

As you can see, the description doesn't mention that a uniform stealing is involved, but the picture itself could easily be an aftermath - and a source of inspiration. I certainly remember it inspired me a scene, a while ago...
I have the same "problem" with the
Semi Auto Semla webcomic. Women are regularly stripped down to their underwear and/or trussed up, at least once per chapter, but rarely for uniform stealing purpose. (Only three instances so far - which arguably is still a lot, so I'm not complaining too much either.

But proportionally to the number of times women are trussed up in their undergarments, it's very few.) I recall there are a few more USB scenes in side material, but those are paying.

Came across another scene that could have easily been a uniform steal but wasn't.
In the movie Once Upon a Spy the two heroes played by Ted Danson and Mary Louise Weller are sneaking into the bad guy's facility.
They are confronted by two of the bad guy's guards, one male and one female. The female hero first tosses the male guard over the railing and then uses an atomizer apparently with knock out gas to knock out the female guard.
They just run off but it would have made sense for the woman to steal the unconscious guard's uniform. The bad guys seemingly had just as many female guards as male guards. In fact, the female hero was blonde and from what I saw all the female guards were blonde as well. She could have easily fit in.

The entire movie was always so disappointing. The bad guys had a large amount of female guards yet that scene was the sole knockout as far as I can tell.

I remember that film. There's another scene where the heroine shows up disguised as a tour guide and it's never explained where she got the uniform. Earlier in the film, we see another woman (real tour guide) wearing the exact same uniform, so there's an implication the heroine knocked her out to steal it. But it's never made clear.

I'm guessing this is it........Damn, what a disappointment indeed, as that tour guide outfit is quite sexy. Plus the fact that it is the exact tour group that the heroine leads in, is further proof that she did knock out and replace the real tour guide.

Yes, that's the one. Many missed opportunities in that film.
I thought of a comic book story that was perfect for a uniform stealing scene but didn't feature one - Power Man and Iron Fist #65. The story centers on a rich billionaire who employs a team of all-female bodyguards, who all dress in lavender military-style uniforms. We learn that a number of villainous women have infiltrated the team and are pretending to be loyal bodyguards. This seems like a good setup to reveal that several of the real bodyguards have had their uniforms stolen and are perhaps tied up and stashed away somewhere.
Unfortunately, it turns out that all the infiltrators earned their spots on the team by being hired legally, and have been pretending to be loyal bodyguards - some for several months. It seems a bit ridiculous, but that's how it's written. No guards get their uniforms stolen in the story.
