It all depends on the situation. Normally I like Bra and Panties or at least jut panties.
In the case of boots being used with a uniform the victim would be left in her socks too.
If a woman's wearing a uniform that requires pantyhose, like a dress uniform, the pantyhose should be stolen with the uniform to maintain the basic "look".
If a woman is wearing something like a bathing suit or bikini is robbed they'll obviously be left naked.
Perhaps if a Stripper or Exotic Dancer is mugged by women going undercover at a club, they too would be left totally naked.
Many times I have had Lesbians steal women's underwear as well, just to be kinky or perverted.
Sometimes a villainess will leave a victim naked because she stole the underwear or leaves the victim nude just to be sadistic because she's plan evil.
A lot of my Heroines leave the evil Henchwomen nude just to be spiteful and mean spirited to teach the victims some type of "lesson".
