What you actually saw was not rocks falling from the sky, but satellites knocked out of orbit by swamp gas from the planet Venus.

I think the alien race shape in the game can give us inspiration.

If the "pursuer" and "escaped criminal " are "bad aliens" like "Predator" and "alien" who will kill human at will, then the "pursuer" can be designed as non-Humanoid too, such as Molluscoid.
“The octopus will use its sharp teeth to pry open the shell, and then stick out its tongue to take away the meat of the shell.”
This can be replaced by "human skull and brain".

Iona fatal, looks really sinister like Davy Jones from pirates of the Carribbean DMC. We could say Iona( fatal), just sticks her tentacles through the eyes and nostrils of the woman absorbs her memories and DNA. When she is finished, just breaks the neck. Once she has copied the form, takes her clothes.

Downloads DNA and memories, and the brain is shrivelled up. It arrives on planet earth on a meteor.
