The terrorists want to leave the area with false identities.
The band parade has just ended,
Female Marching Band Member is preparing to take the bus back to school
Their uniforms and stockings are covered with sweat
That could work, what if a few terrorists decide to escape on the bus. They see five marching band girls, enter the toilets. They quickly kill them, strip them,. Put on their uniforms. They blend in, go the back of the bus. Once they reach the high school, get off the bus. Slip away, find new clothes maybe some cheerleaders or high school students. Get back to their base wearing their clothes.

They would have to overpower them quickly, perhaps concealed suppressed pistols, shots to the head. No blood on the clothes. Then into the dumpster they go. Our terrorists have new threads.

I agree, she could have finished her off, take her face and clothes. Get a new disguise. She can still complete the mission, nice discovery scene on the teacher.
