Few reasons for the victim being totally naked. But it all depends on the type of scenario it's being used in.

It all depends on the situation. Normally I like Bra and Panties or at least jut panties.
In the case of boots being used with a uniform the victim would be left in her socks too.
If a woman's wearing a uniform that requires pantyhose, like a dress uniform, the pantyhose should be stolen with the uniform to maintain the basic "look".
