The Daltons - "Enemy Sisters"

Animated series set in a prison, where the inmates constantly try to escape. In this episode, a new prisoner arrives, who happens to be the identical twin sister of the warden! Naturally, the inmates get the idea to knock the warden out so the sister can take her clothes and pose as her to commission their release.

Knockout at 2:25. The real warden shows up again at 4:05.

Prison librarian, but otherwise pretty accurate. ;)

The warden is the short chump with the green suit and bald pate.
