the drawing is TOTALLY awesome!

by the way, it's almost impossible it can be 1946, the style appears to be late 50s...but maybe I'm wrong

Yeah, the comic is from 1947. The art is by the amazing Nick Cardy, who did some great art for DC during the 1960s and '70s.

You won't find a lot of uniform stealing scenes in comics during those decades. Pre-1955 scenes are quite common, but that was before comics started toning down the violence.
