I realize I'm a "tad" late with putting in my two cents on this topic.
I have to say when it comes to Mainstream Media, the scene from "Handmaiden's Tale" is most likely my favorite.
I know it's not considered to be the best out there, but the entire set-up, the build up, tension and execution is is flawless to me.
The way the two characters ambush the evil woman is classic.
The way the protagonists quickly ambush the evil woman, and are heavy handed with their methods as they force strip her.
Their desperation forces them to be ruthless and tough with the Antagonist.
Also at the same time, the one heroine mocks and insults the helpless woman, in a Catty" playful manor.
The woman is then bound & gagged to a urinal in her underwear, struggling helplessly.
The fashion of her bondage is humiliating.
And finally, to add to the humiliation, the escapee, disguised in the stolen outfit, gives a final "Playful" insult to the bound enemy.
"I like your panties, sweetie!" is the ultimate mocking line I've ever heard spoken in a clothes/uniform stealing situation.
After 30 years the line remains my favorite.
That's my two Cents.

As with Darth, I am a bit late to this one but figured I would add my thoughts as well.
Stories by non-USB. I have to say that my favorite is "2 Moves Ahead" which I have posted elsewhere. The concept of the intruder first knocking out the sentry, hypnotizing her and then using her hypnotic control over her to not only provide access but give up her uniform is just so fantastic.
Two very close seconds are the Yearly Stalking which is also posted (albeit the stripping is not for disguise) and Avril.
As for stories by USB members, I just have to say pretty much every story by Trackman and rufusluciusivan. I can't pick a favorite from the multiple wonderful stories they have done.
As for TV shows, my favorite has to be the scene from Comando Elite where the heroes tranq. dart two pretty female guards and then steal one woman's sexy uniform. The scene is almost too good to be true.
Of course as runner up it would have to be the wonderful scene from Alias Reprisal where Sydney knocks out the pretty blonde waitress and steals her uniform. Also at the top of this list is the scene from Sliders Genesis where Kari Wuhrer's character Maggie punches out the cute woman operating a forklift and takes her uniform.
There are also a couple that could have been so much better. The scene from the Jolly Joker where the hero grabs and female sentry is great. However, regrettably, we don't see what he does to her to knock her out. All we see is him grab her and drag her out of sight. By the next scene the sexy blonde is already unconscious and the hero is just starting to undress her. I really would love to know what he did to knock her out.
Also, the Buck Rogers episode Planet of the Amazon Women could have been fantastic if only we were shown a scene where Colonel Dearing stole the guard uniform.
As for movies, my favorite has to be Benyamin Biang Kerok. I recognize that it is men who ultimately wear the uniforms but the scene is so good. My favorite thing about it is that not only do we get to see two female guards knocked out for their sexy uniforms, but then the infiltrators use the stolen uniforms to sneak into the mansion and proceed to knock out three more female guards.
As a close second, I have to say the scene from Universal Solder: Brother in Arms where the female hero knocks out the female military sentry and takes her uniform. Another great scene is the scene from the movie "Rip it Off" when the lead characters taser two female casino employees unconscious and steal their uniforms from their lockers leaving the two cute employees unconscious and bound and gagged.
As for anime, by far it has to be the scene from Najica Blitz Tactics episode 5 where Najica shoots the sentry with her stun bullet and then steals her uniform (regrettably off screen). I just love the way the sentry has just enough time to see Najica and gasp before she is hit and immediately knocked out. Then the way her body falls in the foreground is just really hot. I am not totally sure how Najica's stun bullets work but they do work fast. By the time the shock wave clears from the impact the poor girl is already unconscious.
My second favorite scene is also from Najica where in episode 9 we are shown the two gate guards after Najica and her colleague have stolen their uniforms. We don't see the knockouts or the stripping but the scene of the two sexy guards tied up in their bra and panties unconscious or perhaps partially conscious is fantastic.
